Stephen Gallagher

Stephen has worked within the Senior Civil Service (SCS) for 10 years. His background is in NHS operational delivery and his achievements include the delivery of national outpatient and cancer waiting times and continuous improvement to NHS Boards. Stephen has been a SCS Director since 2012, and led the Local Government & Communities Directorate from 2017-2021 before taking overall leadership of Vaccinations in the pandemic from February 2021 to the present. Other SCS roles include Head of NHS Performance & Improvement Support, and Local Government Finance and Relations.
