David Miller is Director of People & Culture at NHS Fife and former Chief People Officer for NHS Scotland. A respected national leader in workforce and organisational development, David led the people and change workstream of the Reform, Transform, Perform (RTP) programme—driving strong staff engagement, meaningful partnership working, and a shift toward a more sustainable workforce.

With nearly three decades of experience across health boards and Scottish Government, David is committed to compassionate, values-based leadership.
