Reform, Transform, Perform – A New Way Forward for Fife

NHS Scotland as a whole faces intense challenge, including operational, workforce and financial pressures, and the growing need for renewal. NHS Fife have grasped this challenge and begun to lead transformation from within. They have used in house capacity to build a new model for leading change – anchored in their Reform, Transform, Perform (RTP) framework. This provided clarity of purpose, consistency of leadership, and a shared momentum to drive improvement. 

In just twelve months, the Board delivered more than £25 million in savings, while maintaining safe performance, protecting patient outcomes, and building the foundation for a more resilient, future-focused health system. 

This session will be chaired by Ben Hannan, Director of Planning and Transformation, and architect of the approach, who will outline how the RTP framework acted as the glue, the rhythm, and the pace for NHS Fife’s transformation journey.  

He will be joined by three Executive Directors who led major elements of the change: 

  • Claire Dobson, Director of Acute Services, will share how clinical services were redesigned around whole-system pathways to deliver more integrated and person-centred care. 

  • Neil McCormick, Director of Property and Asset Management, will demonstrate how modernising the estate and enabling new ways of working supported innovation and sustainability. 

  • David Miller, Director of People and Culture, will explore how strong staff engagement, partnership working and values-based leadership helped unlock the collective potential of the workforce. 

The session will offer compelling, evidence-based insights into what made this transformation work. Delegates will leave inspired, energised, and equipped with practical ideas that can be adapted across the NHS. 

This session will explore practical examples of how to lead and embed disruptive change within a resource-constrained environment, including how to mobilise leadership, redesign services, modernise infrastructure and engage frontline teams without external support or additional investment.
